Members of the Premier alliance commend the Centers for Medicare & Medicaid Services (CMS) for allowing individual clinicians to join Virtual Groups as a new channel to participate in Merit-based Incentive Payment System (MIPS) with other solo or small group practices.

We’re also encouraged CMS seeks comment to allow Medicare Advantage (MA) beneficiaries served by clinicians under an Advanced Alternative Payment Model qualifying contract to count under the Medicare threshold tests to qualify for the five percent bonus under MACRA’s Quality Payment Program. More than 31 percent of people on Medicare are enrolled in an MA plan. Many MA plans have engaged providers in innovative value-based contracts that are benefiting patients and should count toward qualifying eligible professionals for the bonus in 2019. This policy would level the playing field for clinicians in areas with high MA penetration.
