Members of the Premier alliance commend CMS for finalizing a policy allowing beneficiaries to proactively designate an ACO professional as responsible for their overall care. This enhancement will encourage patient engagement, clarify ACOs’ attributed populations and reduce beneficiary “churn” to stabilize ACO benchmarks. This will help providers better target care and track progress compared to cost and quality goals.
We also appreciate the fact that CMS is evolving the ACO measure set to better align with consensus among private payers, which will reduce the workload for providers and provide a consistent message to consumers.
Last, we support CMS’ policy to ensure beneficiaries are not held financially responsible when an ACO uses the skilled nursing facilities three-day stay waiver, but later finds the beneficiary was not eligible.
